Adds aconfig flag control to moving Notification Ranking Update
contents to ashmem to prevent binder transaction failures. Removes
sysprop flag.

Test: Unit tests switched to using this flag, run via atest
NotificationRankingUpdateTest.

Adds an aconfig flag that moves notification ranking udpates contents,
minus smart actions, into ashmem, for the purposes of preventing binder
transaction failures.

This is already controlled with a Sysprop flag; to enable
teamfooding/dogfooding and future proofing, I'm also adding an aconfig
flag. Either of the flags will enable the feature.

aconfig_midi_flags_java_lib is added in framework jar, thus the system
server can find the library in the runtime from framework jar. Move the
dependency to libs to avoid duplication.
