The new system icons container was prompting TalkBack users to activate it, when doing so does not have any effect.

Apps that are normally fullscreen will be letterboxed (horizontal
black bars) if user applies aspect ratio that is not fullscreen. We
apply pillarboxing (portrait black bars) instead if app did not specify
orientation.

Before this change, ViewGroup#getChildLocalHitRegion will clip a view's
hit region when its slibing view is reciving MotionEvents despite of the
view order.
This doesn't work when two views overlaps and the bottom view is handling
MotionEvents. Because the top view's hit region will get clipped by the
bottom view's bounds.
This CL adds the view order check and fixed the issue.

Since allowing IMEs to request hiding the fake IME navigation bar in
[1], we found that this would still be shown on emulator, which has
no system navigation bar, and would thus break some tests. This was
fixed in [2], but it looks like that fix can trigger a deadlock as it
goes through calling WindowManagerGlobal.getWindowManagerService, which
tries to acquire the lock on that class.

Instead, I added a path to call hasNavigationBar through
WindowManagerInternal, which also skips the IPC step. This will still
require the WindowManagerGlobalLock, but the internal class is currently
used throughout InputMethodManagerService, so it should be safe here.
