Camera: Update target load for high streaming case

Update target load due to Pro mid CPU
this hint impact the high streaming use case like 60fps / 120fps and
240fps.

Test:
1080p60 frame drops: 0.3% (before 3%)
slow mo 8x: frame drop 0%. 300mW saving on mem path
