These are seemingly misplaced in this location, as the checksums are
identical between the ones in lib and in lib64.

Drop the "64-bit" one, as it seems to be a dud and it also breaks
extract-utils blueprint generation.

* This way it's won't appear in any apps.
* Confuses camera2api and apps that check for it.
* Became the reason why GCam and Telegram would randomly freeze the device.
* Seems like it isn't properly configured anyway and we can't get an output.

 * It fixes:
   - I ThermalEngine: Loading configuration file /vendor/etc/thermal-engine-8150.conf
   - E ThermalEngine: Unable to open config file '/vendor/etc/thermal-engine-8150.conf'
