onclite: vibrator: Fix vibration gets stopped before it's fully performed

* Only allow to stop basic vibration, Don't stop vibration with effect
* Don't handle stop vibration on timeout, The kernel sided vibrator driver handles it already
* Also, simplify a bit while we're at it (skip Vibrator::activate() function since it does nothing more now)
