onclite: Remove deprecated TARGET_USES_QTI_CAMERA_DEVICE

* Dead as of https://review.lineageos.org/c/LineageOS/android_vendor_lineage/+/331507.
* We already build vendor.qti.hardware.camera.device@1.0
  so we have what we need.
