Runtime Resource Overlays (RROs) can no longer change the value of
resources in manifest when read during PackagerParser.

This change uses component-override to enable the service by default.

Remove usages of profile_supported_* from overlays as they no
longer configure the enable state of Bluetooth components.

Our blobs are compiled against libprotobuf-full-cpp.so, but
starting in R, Android is using a versioned naming approach,
e.g. libprotobuf-cpp-full-3.9.1.so.

The entry in public.libraries.txt is needed to allow the
linker to find and use the lib outside the VNDK.

- add a new config and set as true for mcc/mnc
which support call composer calls
- allow implicit broadcast of new intent, which
contains call composer information

In order to runtime change msm irqbalance conf file,
need to use exist vendor.msm_irqbal_lb service which
is using msm_irqbalance_little_big.conf file.

- cpu0~3 is the primary cpu for sdm632,need put the irqbalance
  on it, add the new conf file to realise it
