is the default value in frameworks.

debug.stagefright.omx_default_rank=0
was used to rank OMX SW codecs lower than OMX HW codecs
but we have removed all OMX SW codecs now.

These are no longer available as of Android 14 QPR3. The C2 codecs
available by default in the swcodec apex will be used instead.
