Prevent building some codecs when not supported

When building outside Android, we may not have support for the non
Bluetooth standard codecs (i.e. everything except SBC). So put all
references to aptx, ldac, aac and vendor codecs inside the
EXCLUDE_NONSTANDARD_CODECS ifdef.
