The problem is that the test releases mHotspotIpServer’s prefix before testing mUsbIpServer, which means that mUsbIpServer might choose the same address as mHotspotIpServer’s. To fix this, we need to test that mUsbIpServer and mHotspotIpServer have different addresses before calling releaseDownstream(mHotspotIpServer).
