Merge changes from topic "vector-cursors" into main 

* changes:
  Add support for drawing drop shadow for PointerIcons in native code.
  Add support for ImageFilters to paint in APEX.
  Replace bitmap pointer icons with vector versions.
  Add support for VectorDrawables into PointerIcon.
