RecyclerView was crashing, due to a view being added without an
appropriate viewholder. Needed to delay view/viewholder creation until
requested by the recyclerview.

Merge "Replace com.android.internal.util.Preconditions.checkNotNull with java.util.Objects.requireNonNull"

Existing annotations in libcore/ and frameworks/ will deleted after the migration. This also means that any java library that compiles @UnsupportedAppUsage requires a direct dependency on "unsupportedappusage" java_library.
