The FLAG_IGONRE_GLOBAL_SETTING will ensure that confirm and reject
haptics always play when the user succeeds or fails to authenticate.

Test: manual: Turn off Touch Feedback on Settings > Sound & Vibration >

  failed authetication when a biometric prompt is used from a 3P app.

Don't add the view before the properties are initialized. Since the fingerprint
properties comes from FingerprintManager (system server), this can be
delayed and not ready immediately when the Keyguard shows.

The test passes locally, but fails remotely. The failure is
due to lack of MODIFY_AUDIO_ROUTING, so for some reason the
permission is granted by default locally but not remotely.

This change makes the test pass both locally and remotely.
