The feature is now replaced with TM#setSignalStrengthUpdateRequest
introduced in S release. The logic for the obsoleted feature is
cleared up.

The request to report system signal strength while idle is
still protected by permission to use internally.

services.net-module-wifi used to get framework annotations through
networkstack-client. This is being cleaned up, so it needs to use
framework-annotations-lib instead.

services.net-module-wifi is actually part of the Wifi module, even
though it is a legacy library left in frameworks/base.
