In the new LS layout, we show the following messages in the keyguard
bottom area instead of in the KeyguardStatusView:
- Logout button
- Owner information

We also now show now playing as part of the rotating text on the lock
screen.

The flush and submit at the start of trim memory now syncs the
cpu so that all work is done on the gpu and the max possible
amount of resources can be freed

This fixes CacheManager unit test since the submit at the end
trim memory was causing new resources to be available to be
purged.

If transcoding is enabled, the StorageManagerService configures an
AnrController to allow delaying the ANR dialog when apps are
transcoding.

In later cl, the actual delay will be delegated to the
ExternalStorageService (MediaProvider).

The most common case of freezing screen is display orientation
change. It usually needs to relaunch activity and redraw windows,
that is similar to the scenario of normal activity launch. So
also apply the "launch" power mode to speed up the procedure.

This can reduce about 10% freezing time for both relaunch and
no-relaunch cases.
