Create necessary hooks for desktop to fullscreen keyboard shortcut.
Since both desktop to fullscreen and split to fullscreen will be using
the same keyboard shortcut combine both on the StatusBarManager side as
moveFocusedTasktoFullscreen.

Previously, all lockscreen and NSSL alpha changes were bundled
together, which works in most cases. However, if the shade is
expanded while unlocking, notification must remain visible,
especially for things like inline replies.

This fixes both flag on/off paths.

We have an implementation of a wakelock which reference counts requestors - however, the implementation is not thread safe.

This commit:

1. Makes the implementation thread safe
2. Retroactively flag guards the use of WakeLocks on background thread from previous commit.
3. Slightly improves logging so we don't churn strings if logging is disabled.
