ag/26028525 caused a regression in logcat size stats. It's due to virtual device service not found when initializing PermissionManager.
Since there is only one caller of VDM, move VDM initialization to the caller.

Instead of manually setting the density of a Bitmap that we create
(which looks like we're working around Bitmap's functionality), use
Bitmap's density-aware constructor that takes a DisplayMetrics object.
It essentially provides the same functionality as setting the density,
but since it's wrapped up in a supported constructor, it increases
readability and removes the need for us to explain what we're doing.

Total entry count used for inline and dropdown should reference the size of the sorted username to credential entry list (accounting for duplicate usernames) and not the total list of credential options.
