Also fixed a bug where home handle drawing
was not taking into display cutout insets.
The approach now is to look at the location
of the view and derive the inset from there,
bug outstand to get it from window insets.

When passing a screenshot from Launcher to Sysui it should be passed
as a hardware buffer inside a bundle to avoid copying the underlying pixels.

Change also adds userid and component when a screenshot is passed.

Otherwise we will end up calling SurfaceView#setResizeBackgroundColor
