Merge "Remove additional padding that was needed before when the sensor length from HAL didn't match power button" into main

Needed to make a docs fix to verify the (updated) "how to fix a reference
doc bug" instructions (go/fix-refdocs), so I picked this one. Very low
priority, so if merging would be a hassle we don't need to do it.

This CL introduces AdditionalSubtypeMap, which is immutable can be
used as a data snapshot once instantiated.

This is a mechanical code change. There must be no user observable
behavior change.

Packages deleted with DELETE_KEEP_DATA is now marked as not-installed.
This CL prevents their data dir from being deleted during reboots.

This is basically a way to tell the transition system (and WM)
that activities in a specific container should not have their
clients receive configuration changes until the END of the
transition animation.

Usage amounts to calling setConfigAtEnd(wtoken) on a WCT.
