The status bar screen sharing chips feature (b/332662551) needs the
media projection info just like the media task swithcer does, so this
CL moves the repository out of the `mediaprojection.taskswitcher`
package and into just `mediaprojection`.

A future CL will re-use this repository for the new status bar chip.

Found an issue with screen recording, where if you open an app to be recorded, but close the initial activity before recording starts, the recording fails because we expect to identify the task to the record by looking for an activity with matching launch cookie. As a backup, we also supply the task id (when possible) into the projection and try to find  the opened task that way.

A timeout was added to BenchmarkRunner.waitForBroadcastIdle method in
ag/27491356 I91579d8af35b4a7df76d6bc1bcfad328c107d7c2
and this caused the UserLifecycleTests results to be more spiky.
This CL reverts that change, and also increases the timeout in
waitForCpuIdle.
