Decrease the possibility for DomainSelectionService
to block the telephony process.
If a binder call should be blocked, executeMethodAsync
shall be used instead of executeMethodAsyncNoException.

As we expand our audience, developers will be interested in knowing
what APIs are supported through a top-down dashboard view that we
can continually update over time.

This change emits a statistics CSV that can be easily bulk-imported
to generate a dashboard.

Needed to make a docs fix to verify the (updated) "how to fix a reference
doc bug" instructions (go/fix-refdocs), so I picked this one. Very low
