Make it possible to use read only properties in the path when merging
an overlay config.

One of the usecases is to support switching overlays depending on SKU.

Splits the `api_versions_*` modules into two types:
* Those that include the whole API surface including updatable modules
  and SDK extensions.
* Those that do not include updatables modules or SDK extensions.

With upcoming changes, test_module_config modules need to live in
the same test-suite as their base, in this case FrameworksServicesTests.
It lives in device-tests, so the derived tests should as well.

In the future we can migrate to general-tests if that makes more sense.

This CL adds try-with-resources around LockscreenCredential objects,
in order to call `close()` when the resource is done being used.
This also clears the LSKF `byte[]` representation in the LockscreenCredential.

This CL applies the above changes to the DevicePolicyManagerService.
