The impl lib name of java_sdk_library is changed to {module_name}.jar
instead of {module_name}.impl.jar
android.test.mock.impl is removed from stubs_defaults.
RepetitiveTest class is added to public API in android.test.base

This is needed to be able to launch the viewcompiler from installd. We only
support FD-input mode when reading from APKs. For output to an FD, we rely on
stdout redirection.

out of the grant file on /system. For now, make them
required by the /system file. As part of moving the
an app to /product, the grant file will be made required
by the app itself.

Dns signal may need to reevaluate the threshold if force
reevaluation is triggered and actually a stall. Provide dns
signal count while force reevaluation is triggered to help
debugging.
