Credential entries with or without icons will always have non-null icon reference.
The valid icons will have non-null drawable reference but invalid
ones will have null drawable reference. If the drawable reference is null, then
use the default icon instead of the icon reference that is stored in the
map which won't display anything.

The previous CL for the b/276963716 refactored the checks on the BG-FGS
start restriction. Here we're updating the check to include the flag
"mAllowStartByBindings".

There will be follow-up CLs which would eventually get rid of the
use of mAllowStartInBindService, maybe based on the targetSDK level
check.
